We don't need 8, we can start with 4. A group can form up with 4 members, then they can launch - the remaining four would be random PUG players.

If we had 8, we start by forming up with 4, then, almost like converting a party to a raid, we can add 4 more. Not 2, not 3, has to be exactly 4, then we are put into a match with another group of 8 - which, I understand, would result in longer wait times.

So if we want to get our feet wet, we can begin with 4.
